Neethi

Neethi (නීති / நீதி) is a free app for anyone in Sri Lanka. Tell it what happened in your own words — the police arrested someone in your family, an officer asked you for a bribe, an office will not answer you in your language — and it shows the situations and the Articles of the Constitution that apply. Every point gives the Constitution’s exact words next to a plain explanation and a real-life example, and Neethi shows you where to get help. Everything is inside the app: it works fully offline, with no account and no ads, and it collects no data.

For anyone in Sri Lanka who wants to know what the Constitution says about their situation, in Sinhala, Tamil or English.

What you need

  • An Android phone with Android 7.0 or newer, or an iPhone with iOS 15 or newer
  • No internet, no account and no sign-in: everything is inside the app

What it does

24 everyday situations

In 8 topics: police and safety, equality, your freedoms, language, government and officers, going to court, voting and citizenship, and the Constitution and duties. For every point: the Constitution’s exact words, a plain explanation and a real-life example.

The whole Constitution, in three languages

The Constitution of the Democratic Socialist Republic of Sri Lanka in Sinhala, Tamil and English: the Revised Edition 2023, as amended up to the 21st Amendment, from the official PDFs on the Parliament of Sri Lanka’s website (parliament.lk).

Where to get help

Official bodies such as the Legal Aid Commission, the Human Rights Commission of Sri Lanka and the Bribery Commission, with their phone numbers and websites. Tap a number to call it.

Search in your own words

Type what happened in Sinhala, Tamil or English, or in Singlish (Sinhala typed in English letters), and Neethi finds the situations and Articles that match. The search runs on your phone.

Save, share, read comfortably

Keep guides and Articles in Saved, share them, make the text bigger, and choose light or dark mode.

Works fully offline

Everything is inside the app. The Android app does not even ask for internet access. Only a link you tap to an official website leaves the app: it opens in your phone’s browser.

Questions

Is Neethi free?
Yes. Neethi is free, with no ads, no in-app purchases and no account.
Do I need the internet?
No. Everything is inside the app, so it works with no connection at all. Only a link you tap to an official website opens in your phone’s browser, and that needs the internet.
Is this legal advice?
No. Neethi gives information about the law, not legal advice. The guides are plain-language drafts and have not yet been checked by a lawyer. For your own case, talk to an Attorney-at-Law or to one of the bodies listed in the app.
Where does the text of the Constitution come from?
From the official PDFs of the Constitution on the Parliament of Sri Lanka’s website, parliament.lk: the Revised Edition 2023, as amended up to the 21st Amendment. The Articles the guides use were proofread against the printed pages; the rest of the Sinhala and Tamil text was read from the PDFs by machine (OCR), and the app says so on those pages.
Is Neethi from the government?
No. Neethi is made by Nugezza Developer. It is not affiliated with, and does not represent, the Government of Sri Lanka, Parliament or any government body.
Which languages is it in?
Sinhala, Tamil and English. Switch at any time with the buttons at the top of the screen.
What does Neethi keep about me?
Only on your phone: your language, text size and light or dark choice, and the guides and Articles you saved. Neethi never sends them anywhere, and uninstalling the app deletes them (a phone backup you made may keep a copy; see the privacy policy).
